10% grey –> bright blue?

I've got black (Asian) hair, about 10% white. I would like to colour
the white a bright blue, which I think would make a nice contrast to the
black. (I've checked Google Groups for alt.fashion threads which
include the name "Manic Panic", which I know I can get locally, but I
see that Special Effects and Crazy Color were also recommended.)
The Manic Panic, Special Effects, and Crazy Color people say you must
bleach first, but what if the natural colour of the hair is white? Or,
do I have to process the hair in some way so that it will take in the
colour?
My hair is untreated: no colour, no perm.
I haven't seen this idea discussed before, so thank you very much in
advance!
