Conair CHV26IX Ion Shine Instant Heat Hair Setter (Wet/Damp/Dry Hair)

Conair CHV26IX Ion Shine Instant Heat Hair Setter does it work on wet,
damp or dry hair?

i just got one but the instruction manual has an extra C at the end of
the model number. i think it must be the same thing but mine is in
Canada. the instruction manual says to use it on clean, dry hair. it
says "hair should be clean and dry or slightly damp – never wet when
setting"
