Product for Hairstyle?

What product would I use to get the effect of separated small clumps
shown in this hairstyle and how would I use it?

I've tried adding styling gel after blow drying my short layered cut but
that didn't do it. Perhaps I used too little,
or should I use something besides gel?
(Of course I could ask Sally, but I don't have $600 to spare <g>)

She's a product developer for John Freida, so she may be using some of
those products, but I couldn't tell you which one (I only use the
Frizz–Eze Serum). You might try Bed Head products. Those seem to give
that desired effect.

How about a hair wax. Redken makes one called Wet Wax or something
like that. The "wax" products make your hair look piecy, like the pic.
