expensive so I don't want to repurchase if it's not going to work for me.

First off, are you using the Sekkesei or the Medicated Sekkesei? The
Medicated Sekkesei is (AFAIK) a more potent version. I've never used
Sekkesei as a spot lightener; I think that it's a more overall lightener.
For spot treatment, I like Lancome's Blanc Expert XW spot corrector.
