Need help finding a holiday dress

Not for me, for my DD13.
It needs to be a fairly formal style dress for an event we're attending
over Xmas... i.e., the usual comfy synthetic velvet style dresses are
just a tad too informal for what we need. Something knee– to mid–calf
length. She'll be wearing flats because we have a no–heels–until–16
rule in our house.
But, she's at an age where she is now in Juniors sizes (XS, 1 or 3) and
not really fitting in childrens' sizes anymore. The childrens' size 14
tend to be too short in length; the 16s are okay in length, but tend to
run too baggy & shapeless on her..... she's lean and proportionately
has long legs.
Also, she's getting at an age where she's becoming more sophisticated
in her tastes in clothing, and is turning up her nose at any styles
that are what she considers "something my younger sister would wear."
You know... like with puffy sleeves and an empire waist... the
"enchanted storybook kid" look isn't cutting it for her these days.
Yet everything we see in Juniors is.... WAY TOO grown–up!! Shapes that
are too slinky and clingy for her tastes (okay, for her MOM's tastes!).
Skimpy spaghetti straps she hates because she won't go without a bra
and doesn't want the straps showing (usual modest teen concerns).
Low–cut V necks or halter styles which she won't wear either... too
revealing... she's on the conservative side and yet she also wants to
look trendier and not so little–girlish as what we're seeing in the
children's section of the department store.
Any suggestions for this fashion challenge?

there have ever been great styles for this pre–teen age. In the juniors
could she wear a sparkly twinset with a nice skirt instead of a dress?
Ballet flats are easy to find this season. I would do black, red, silver
or gold since you say it is formal with perhaps a velvet skirt. She
needs to feel comfortable and not look like a child so the sparkly tops
would be modest and easy to find. She could accessorize with pearls or
simple jewelry.

Would this work for her with a straight skirt perhaps red with black or

Her best bet would probably be a dress with straps of some kind (she
can try a strapless bra so her bra straps don't show) or a strapless
dress with a nice shrug over it. You can easily find a nice sequined
one at any department store, or if that's too mature–looking, I'm sure
you can find a pretty sweater–y shrug on sale somewhere. Some of the
styles even have pretty jeweled brooch closures or ribbon ties to pull
the look together.
I would recommend checking places like Loehmann's or Nordstrom Rack if
there are any in your area, because these stores (at least in my
location) always have a huge stock of dresses. Unfortunately, and this
is just IMO, the majority of the dresses that have been shown in
junior's departments recently are grecian and floaty and just
trashy–looking, to say the least. Maybe you can find a pretty dress in
a petite style at Ann Taylor or Banana Republic? Nordstrom's website
should have a lot more options as well and that is probably the first
place I would check.
If she finds something she absolutely loves, but it's too big or
doesn't fit in the bust, a tailor can work miracles. This would be
well worth the extra money if it's something she could wear for other
occasions like a wedding, fancy dinner, religious ceremony, etc.
I remember that at thirteen (about ten years ago!) I was tall compared
to the rest of my classmates at 5' 6, but very thin, and it was always
such a pain to find clothes that fit well *and* of which my mom
approved, so I sympathize with the both of you.
