I think those sort of "novelty" tights should be reserved for children
or halloween.
There is a woman who is the president of a large mid–level university
(with a law and medical school, no less), in the mid–west who wear
these types of stockings as part of her "schtick". They are
ridiculous, and make her look not very dignified at all.
