Skin lighteners?

I've been using Paula's skin lighteners (the tube in the morning and the
liquid in the evening) for what seems like forever, but I still get
freckles on the back of my hands – and some of them look even darker than
before. I use lots of SolBar 50 spf, but maybe it's not effective?
I obviously need help with both lighteners and sun block. It's so
frustrating! ;)

For my Asian skin, Kose Medicated Sekkisei lotion (to Americans, it's toner) liquid in the evening) for what seems like forever, but I still get
