I do have skirts I could wear, and if nothing else works out, that's
what I'll do. But yes, summery dresses are a major gap in my wardrobe,
so it's worthwhile having this occasion to motivate me into filling
that gap.
I consider myself petite all over (e.g. Short torso, shorter legs,
short
arms) and have somewhat similar measurements to yours.** My favorite
dresses are:
Banana Republic 0 & 0P
Express 1
DvF* 6 (!)
Esprit 1/2 (can buy online, have free S/H)
BCBG* 2
Bebe* S/M
Ann Taylor 0 & 0P
The *ed brands are ones that I find that are cut on the slim side.
Short
dresses in these brands tend to end up being knee length on me, which
is ok
since I don't like my knees.
In dresses I am a 2p at BR and usually a 4p at Ann Taylor. I usually
need to go up a size to accomodate my chest and (in the case of coats
especially) my shoulders. Tops are always hardest for me in terms of
fit, because usually for length I really do need a 0 or 2 (it'll fall
just right at the neckline, under the arms, at the waist), but my chest
can't squeeze into it. Go up a size, and the chest fits but the
armholes, neckline, and waist is too low. It's much more difficult when
it comes to dresses, because then you're also talking about poor fit in
the hips and length. It's easy enough to hem the length, but if you
need to take it in at the hips, it can get too involved to be worth it.
For example I was in a wedding a few years ago. The bridesmaid's dress
was cut straight across, with spaghetti straps, tight fitting bodice,
empire waist, then supposed to go straight down to the floor in a
column. For the skirt part, the 0p fit perfectly, but the bodice
couldn't be zipped. So I had to go up one size to accomodate my chest.
Then I paid a fortune to have them alter the skirt back down removing
inches of fabric from the sides to make it more narrow and skim the
hips. Ultimately the effect was quite nice. Before: I looked like a
matronly, stubby tent. After: made me look like I had really long legs!
**Grain of salt: somehow my measurements don't translate well I
both look
and wear smaller sizes than the inches say. It became the topic of
conversation one night at a gathering of friends, and we couldn't
figure out
how my body pulls it off. <:)

Have you ever played around with the virtual models on sites like Lands
End? I always get the error message "Something doesn't sound quite
right." Like, I must've made a mistake entering them cuz nobody could
POSSIBLY have my measurements?!?!? And I don't think I look weird.
Personally, I don't think it's something wrong with my body I think
it's the clothes. Manufacturers have it in their heads that if you have
35 in hips, you *should* have a 2324 inch waist. Well, sure, I did....
13 years ago before my first child was born!!! Or, if you have a 27
inch waist, you're supposed to be tall, not petite.
