Why doesn't this look die?

On my way home today I drove was stopped at a light and noticed a man
standing on the sidewalk with his hand under his sweatshirt to appear
like he was scratching his chest. OK, no big deal except he displayed
his checkered boxers and pants that were sagging below mid hip. I
wasn't sure if he was flashing or scratching. When will sagging pants go
out of style? They've been around so long that they are probably
considered a classic.

I am all in favor of casual looks and confortable fits, but for me that
doesn't mean looking slob. So I will go one step further and ask: why
don't all the looks that shout "I made an extra effort to look bad" die

FTR, my shorts sag, but it has more to do with my losing 15 lbs and not
having the fat to keep them where they should be. they're my favourite
shorts; they're cargo shorts from Express (possibly Structure – can't
remember if i got them before or after the name change), and they're
size 38. i wear a 34/36 now.
