eBay Q about 'confirmed' Paypal shipping.

Hi guys!
Was wondering if anyone knows why some sellers will only ship to
adresses that are "confirmed" with Paypal.
I live in Vancouver, Canada and frequently use a Blaine, WA address to
ship to for US only auctions. But the 'confirmed' thing still limits me
from many sellers' auctions.
What gives? I've sold tons of stuff and have never been concerned with
confirmed addresses. If they pay, I don't care what adress they use!

Because they has been validation that there's a real human being
behind said confirmed address.

Hi Melanie,
We are in the same situation, and use a Point Roberts, WA PO Box. We just
explain to the seller that we're Canadian with a US PO Box for shipping
convenience, and so far, none of the sellers have had a problem with that.
Paypal's site says that shipping to a confirmed address is not a
requirement for protection coverage and that the seller "must" ship to the
shipping address you provide even if it isn't a confirmed address.
So you should be fine using your WA address. It works for us!

Because we can also have buyers protection and can verify it was shipped.
If you ship to an address that has not been verified / confirmed, they can
say they never received it so you not only have lost the item, you now
have to refund the money.
It is sad that it has gotten this way, but when sellers get ripped off on
a regular basis, it is just a safety net for themselves and the buyer.

This doesn't make sense to me. If the Seller can present proof that
the item was in fact shipped [which should be easy enough for US
sellers as all couriers, and USPS provide receipts for all packages
sent,] and the Buyer forgot (or chose not to) to add insurance to the
package, the Buyer is usually left out in the cold, not the Seller.
My understanding was that PayPal sometimes restrict some Sellers,
allowing them only to accept a verified address because of credit
problems or excessive number of complaints. I think this is a Seller
issue not a Buyer issue.

It's not a seller issue, it's Paypal policy. In order to be protected,
you have to ship to the confirmed address if it is a US buyer. Here's
what Paypal says.
The seller ships to the address listed on the Transaction Details page.
If a transaction is listed as "Seller Protection Policy Eligible"
on the Transaction Details page, sellers can ship to the address on the
Transaction Details page, regardless of whether the address is
"confirmed" or not. This is not the case for a seller shipping to a
US buyer. When shipping to a US buyer, the seller must ensure that they
ship to the Confirmed Address of the US buyer for the transaction to be
"Seller Protection Policy Eligible".
