I need Halloween makeup advice please!

Hi all,
I'm not very good with makeup :(
I'm wearing a Paris Hilton costume to an upcoming Halloween party. I
have the outfit, the wig, the shoes, the dog, but I have no idea what
makeup to wear. In addition, I'm pretty sure the platinum blonde wig
washes me out.
I have pinkish toned lightly freckled skin with green/hazel eyes. My
natural hair color is (and therefore my eyebrows are) light brown.
I plan to use fake tanner and make my cheeks pretty pink–ish and
glow–y, but beyond that can anyone give me any recs? Eyeliner and
eyeshadow especially?
