I couldn't find a transcript of the entire program but this link has
more information. The program was transmitted through PBS in the NY
area yesterday.

In the program, in talking about skin they talk about how in Africa
skin lighteners are commonly usedbecause of the obvious
socio/economic reasons. They showed after photos of people and the
photos were quite shocking. Apparently prolongued used of these
products produces dark spots. If your skin is fair and you're trying
to lighten freckles, the effects may not apply in your case?...but you
may want to read more about it.

The only quote that I could find on the webpg that related to skin
lighteners was "Skin lighteners can suppress the melanin production that
safeguards skin, but sometimes, the skin fights back with a hyperproduction
of melanin, causing skin stains." In Asia, some women complain that skin
lighteners have made their skin ultrasuperdry my Chinese grandmother is
antiwhitening b/c she's convinced that it isn't good for the skin in the
long term.
I use the Kose Medicated Sekkisei lotion sporadically, the Lancome spot
remover as needed, and my L'oreal whitening cleansing foam daily. I feel
that the "whitening" part of the cleansing foam is negligible since it's
washed off in 60sec or less it's just a good cleanser for my skin. Also,
I use sunscreen religiously to prevent melanin stimulation.
That said, I don't think that you should use whiteners randomly and should
always always use at least spf 30.
