Is this fashion?

it's not something that you would see on a nice evening out but it is
very common in places like wal–mart ... so the question is: has the
tee shirt become a fashin statement? ... for example, is a tee–shirt
like this one fashion or just really bad taste?

Of course. Like jeans, the T–shirt has been a fashion staple for over 30
years.

Because it's vulgar without being funny or clever, I would categorize
this particular shirt as "ineffective political satire."
