Need Help Identifying Shoe "accessory"

I am looking for the name of a shoe "scarf" for lack of a better term.
I think was big in the 20's, 30's ???
It looks like a leather scarf that goes around the ankle, and
fastens with snaps, etc.
It makes dress shoes look boots, with a folded over top...
